evaluation criterion passenger seating (pcs) 27 – 35 tires must be equipped with all-season tires marked with 3pmsf in accordance with valid authority regulations. their lifespan must be at least 120,000 km on both the driven axle and the steered axle. maintenance expectations: the bidder is required to provide a lifetime cost plan projected for the vehicles, which includes all foreseeable repair and maintenance costs arising from operational use for a 10-year period based on an assumed mileage of 50,000 km/year. the plan must include foreseeable maintenance costs broken down annually in terms of materials and labor, foreseeable repair costs broken down annually in terms of materials and labor, and foreseeable battery replacement costs broken down annually. operating and maintenance instructions: the bidder must provide the vehicle's operating and maintenance instructions as part of the offer, which must be clear. the bus manufacturer cannot provide instructions different from those of the parts or main unit supplier. in particular, it cannot specify a longer lifespan or repair and maintenance cycle than that ordered by the parts or main unit supplier. the contracting authority reserves the right to verify the data regarding lifespan, repair, and maintenance with the parts or main unit manufacturer. technical description: the bidder must provide the technical description of the vehicle as part of the offer, which must include at least the vehicle type certificate or registration permit, size and weight data, description of the equipment, type of air conditioning system, type of heating system, type of passenger information system route indicator and internal display, as well as the drive axle ratio. lifespan expectation: 300,000 km (without repair, major repair, replacement, or disassembly-related inspection) rubber and plastic brake hoses, lifespan expectation: 400,000 km (without repair, major repair, replacement, or disassembly-related inspection) gas springs for the lid support, switches, push buttons, passenger seat, driver's seat, heating and ventilation system, drive shaft, compressor, air conditioning compressor, tachograph, leveling valve, engine mounts, hoses of the cooling and heating system lifespan expectation: 600,000 km (without repair, major repair, replacement, or disassembly-related inspection) chassis joint structure, steering gear, steering pump, angle gearbox, cooling fan operating system lifespan expectation: 800,000 km (without repair, major repair, replacement, or disassembly-related inspection) engine, chassis, control electronics the full expected equipment and technical parameters are detailed in the technical description attached as part of the public procurement documentation (in the excel table named "commercial offer/technical description"), which also serves as the commercial offer. only new vehicles can be offered. in this regard, a new vehicle is defined as one that has not been registered either in hungary or abroad, and has not been used as a demonstration or trial product. the specifications defined in the technical description are the minimum expected requirements. the offered vehicles must have at least the expected technical properties prescribed by the contracting authority. the contracting authority also accepts offers for vehicles that are equivalent to or better than the minimum technical properties. regarding the vehicle to be procured, the contracting authority will act in accordance with the provisions of section 46 (3) of government decree 321/2015. any reference to specific brands, origins, types, procedures, activities, persons, patents, or trademarks mentioned in this invitation to tender and the public procurement documents was made necessary for the clear and understandable definition of the subject of the procurement, but the naming was done solely for the purpose of clearly and understandably defining the subject of the procurement, and the contracting authority will also accept equivalent offers, provided that the equivalence must be proven by the bidder in case of doubt as detailed above. continuation in the "further information" section -
