Bidders who have passed the Eligibility, Technical and Financial Component of the bid will be evaluated and post-qualified using the following criteria of award of the contract: Error! Bidding will be conducted through open competitive bidding procedure using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations IRR of Republic Act RA 12009, otherwise known as the “New Government Procurement Act”. 4. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 5. In accordance with Section 47.4 of the IRR of RA 12009. Bidding Documents are readily available at the BAC Sec/PU Office upon payment of the corresponding Bidding Documents fee, as indicated in the table above. The Procuring Entity has posted the complete set of bidding documents at its website, and in the PhilGEPS website. Bidding Documents may be downloaded from any of the said websites; provided, upon submission of their bids, the bidders shall pay the applicable fee. 6. Bids must be duly received by the BAC Secretariat at the address and schedule described herein. 7. The bids can be submitted either manually or electronically in accordance with Section 54 of the IRR of RA 12009 on or before APRIL 07, 2026 @ 9:30 A.M. If electronically, bids must be submitted online using the link: https://sites.google.com/view/csmc-bid/home. Late bids shall not be accepted. Opening of bids shall be online in the presence of bidders or authorized representative who wish to attend via link given. We encourage bidders or authorized representatives supported by SPA or Secretary Certificate to attend the Opening of Bids. 8.
