Announcement of competition: Framework agreement for diving services for Harstad Havn KF
Background Harstad Havn KF is responsible for the safe and efficient operation of the harbor area, including the management and maintenance of quay facilities, floating jetties, mooring and anchoring systems as well as monitoring the condition of underwater installations. In order to safeguard operational safety, personal safety and preservation of value, the port needs professional diving services that can carry out planned inspections and document the condition, as well as assist in urgent incidents where there is a need for rapid clarification of the extent of damage underwater. The procurement is carried out to establish a framework agreement that ensures predictable access to qualified resources and documented delivery, so that Harstad Havn KF gets a decision-making basis for maintenance planning, prioritization of measures and any improvements. Description of the assignment The procurement concerns a framework agreement on diving services in the Harstad harbor area. The assignments will include inspection and documentation of port infrastructure and related underwater installations, including quay fronts, fendering, floating jetty facilities and anchorages. The delivery must normally include professional assessment of observations and reporting as a basis for further follow-up. Assignments may also include supplementary documentation such as measurement data/positioning and video, when this is requested by the client. The framework agreement must cover both interval-based/planned inspections and corrective assignments following deviations, damage or incidents. If necessary, the assignments can include simple measures along the way, for example installation or adjustment of anchorages and chains, by agreement. The supplier must be able to carry out assignments adapted to ordinary port operations and be available for calls in the event of emergency incidents, with the aim of attendance/start-up as soon as possible.
