FOR THE PROVISION OF CARGO TRANSPORTATION SERVICES FOR UNHCR LIBYA
Closing date and time for submission of o??ers: 24 March ,2026, 17:00H Libya time
The O??ice of the United Nations High Commissioner for Refugees (UNHCR) in Libya
hereby invites qualified and eligible companies to submit firm proposals for the
provision of road transportation services for UNHCR cargo within Libya.
The services required under this solicitation are described in detail in Annex A – Terms of
Reference (ToR).
UNHCR intends to establish Frame Agreement(s) for an initial period of one (1) year,
extendable for two additional one-year periods (1+1) subject to satisfactory
performance, operational requirements, and availability of funds.
Important Notice
This Request for Proposal (RFP) is issued solely for the purpose of obtaining proposals
and shall not be construed as an o??er to enter into a contract with any bidder.
UNHCR reserves the right to:
? accept or reject any proposal;
? award one or multiple Frame Agreements;
? select primary and back-up supplier(s).
Selected suppliers shall maintain the quoted price structure throughout the validity
period of the Frame Agreement.
Scope of Services
? Description: Provision of road transportation services for UNHCR cargo within
Libya
? Technical Specifications: As detailed in Annex A / Annex A1
? Estimated Quantities: As indicated in Annex C – Financial O??er Form
? Technical requirements in Annex B- Technical o??er form
The successful bidder(s) shall deliver services in full compliance with the Terms of
Reference and UNHCR contractual requirements.
Validity of O??ers
Proposals shall remain valid for 120 calendar days from the submission deadline
indicated in the UNHCR Supplier Portal.
Submission of Proposals
Bidders shall submit their proposals exclusively through the UNHCR Supplier Portal
(Cloud ERP system) in accordance with the instructions provided in Annex H – Supplier
Portal Guidelines.
Proposals submitted by email or any other means will not be accepted.
The proposal shall consist of:
1. Technical Proposal
2. Financial Proposal
3. All required signed annexes and supporting documentation
Bidders are responsible for ensuring successful submission prior to the deadline
indicated in the system.
Late submissions will automatically be rejected by the ERP system.
Clarifications
Requests for clarification regarding this RFP must be submitted through the UNHCR
Supplier Portal messaging function within the deadline specified in the system.
UNHCR will respond to clarification requests through the same platform.
No direct communication with UNHCR sta?? regarding this tender is permitted outside
the o??icial channel.

NOTE TO BIDDERS:

page 43) and prepare your bid in accordance with the requirements and procedures as
set out in this RFP and submit it by the deadline for submission of proposals set out in
this document and via the supplier portal.
