Tenders Are Invited for Tor- Environmental and Social (e&s) Officer
The Africa Green, Resilient and Inclusive Housing De-Risking (“GRIHD”) Facility as
implemented through the Green Housing Value Chain (“GHVC”) Fund (altogether, the
“Project”) is a flagship regional initiative supported by the World Bank Group through the
Eastern and Southern African Trade and Development Bank (“TDB”). The GHVC Fund is
designed to catalyze private capital mobilization into climate-smart housing value chains
across selected countries in the Eastern and Southern Africa (“AFE”) region and would
be managed by an investment manager (the “Fund Manager”).
With a strong focus on green, resilient, and inclusive (“GRI”) outcomes, the GHVC Fund
addresses critical financing gaps and structural challenges in the housing sector by
offering de-risking instruments and technical assistance to key value chain actors.
Recognizing the foundational role of housing in driving economic growth, job creation,
and climate resilience, the Project takes a comprehensive, end-to-end value chain
approach. It leverages concessional financing to unlock private sector investments in
sustainable construction materials, green housing developments, and inclusive
infrastructure solutions.
The Environmental and Social (E&S) Officer’s responsibilities include the following:
i. Ensuring the establishment, roll-out, operationalization, monitoring and reporting
of the E&S risk management system of the GHVC Fund, in line with applicable
Project frameworks.
ii. Providing environmental and social management technical advice and support
to the TDBs operational departments particularly in line with the E&S Policy, with a
primary focus on the GHVC Fund.
iii. Identifying gaps in risk profiling, compliance, and propose measures to enhance
compliance, ensuring effective and efficient engagement on key environmental
and social policy frameworks in line with global trends.
iv. Supporting TDB’s operational departments in the implementation of other projects
in accordance with the applicable institutional and policy frameworks.
v. Liaison with the World Bank on Project E&S matters, including production of
requisite E&S information and reports for the World Bank.
