SITE, TITULOK, BAGUMBAYAN, SULTAN KUDARAT Republic of the Philippines Province of Sultan Kudarat Municipality of Bagumbayan OFFICE OF BIDS AND AWARDS COMMITTEE Bagumbayan, Sultan Kudarat Email: bidsandawardbagumbayan@gmail.com INVITATION TO BID FOR THE PROCUREMENT OF VARIOUS CONSTRUCTION MATERIALS FOR THE CONSTRUCTION OF MULTI-PURPOSE BUILDING PHASE 2 CONVERGENCE BUILDING AT BRGY. SITE, TITULOK, BAGUMBAYAN, SULTAN KUDARAT 1. The LOCAL GOVERNMENT UNIT OF BAGUMBAYAN, through the 20% MUN D.F ANNUAL BUDGET 2026 intends to apply the sum of SIX HUNDRED SEVENTY TWO THOUSAND FIFTY PESOS ONLY P 672,050.00 being the Approved Budget for the Contract to payments under the contract for PROCUREMENT OF VARIOUS CONSTRUCTION MATERIALS FOR THE CONSTRUCTION OF MULTI-PURPOSE BUILDING PHASE 2 CONVERGENCE BUILDING AT BRGY. SITE, TITULOK, BAGUMBAYAN, SULTAN KUDARAT. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The LOCAL GOVERNMENT UNIT OF BAGUMBAYAN now invites bids for the above Procurement Project. Delivery of the Goods/Services is indicated in the schedule of requirements. Bidders should have completed, within Five 5 YEARS from the submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass or fail” criterion as specified in the Implementing Rules and Regulations IRR of Republic Act RA No. 12009. The award criterion and the manner of bid opening shall be based on the Most Economically Advantageous Responsive Bid MEARB. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from BIDS AND AWARDS COMMITTEE- BAGUMBAYAN SULTAN KUDARAT and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 AM to 5:00PM except holidays. 5. A complete set of Bidding Documents may be acquired by interested Bidders from February 26, 2026, during office hours between 8:00 AM to 5:00 PM, Mondays to Fridays, except holidays, and on March18, 2026 until 8:30 AM from the given address and websites below upon payment of the applicable fee in the amount of One Thousand Pesos Only Php 1,000.00 for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. The LOCAL GOVERNMENT UNIT OF BAGUMBAYAN shall allow the bidder to present its proof of payment for the fees by providing a printed copy of the Acknowledgement Receipt or sending a scanned copy to bidsandawardbagumbayan@gmail.com It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. Bids must be duly received by the BAC Secretariat at the office of BIDS AND AWARDS COMMITTEE- BAGUMBAYAN SULTAN KUDARAT, on or before 9:30 AM on March 18, 2026. Late bids shall not be accepted. 7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 8. Bid opening shall be on March 18, 2026, 9:30 AM at Municipal Operation Center, Conference hall 3rd Floor, Bagumbayan, Sultan Kudarat. Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity. 9. The LOCAL GOVERNMENT UNIT OF BAGUMBAYAN reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 70 of the IRR of RA No. 12009, without thereby incurring any liability to the affected bidder or bidders. 10.
