Tenders are invited for Request for proposals for physiotherapy in ostrobothnia and central ostrobothnia
The subject of the procurement is physiotherapy services in Swedish for Ostrobothnia and Central Ostrobothnia organized by the Finnish Pension Institution (hereinafter referred to as FPA) as demanding medical rehabilitation. The services covered by the procurement and the requirements for the therapy are described in the service description (Appendix 1, therapy within demanding medical rehabilitation, service description, valid from 1.1.2027). The contract period is from 1.11.2026 to 31.12.2028. The contract includes two one-year option periods for the time 1.1.2029 – 31.12.2029 and 1.1.2030 - 31.12.2030. The therapy services for clients in accordance with the contract will commence on 1.1.2027. FPA requests bids for face-to-face therapy visits lasting 45 minutes. The prices derived from the offered price for a face-to-face therapy visit of 45 minutes and the other compensations paid for the service are described in Appendix 1 prices and Appendix 2 explanations of prices and billing instructions to the draft contract. By submitting a bid, the bidder commits to providing the therapy service covered by the contract as face-to-face therapy visits. The obligation to provide face-to-face therapy applies to the service provider, not to each individual therapist named in the contract. The manner in which the therapy is conducted (face-to-face, distance rehabilitation, or a combination of these) is determined based on the clients needs. It is not mandatory for the bidder to commit to providing the service as distance rehabilitation or as a combination of face-to-face therapy visits and distance rehabilitation. The therapy is conducted based on the clients needs in the form of face-to-face therapy visits, as a combination of face-to-face therapy visits and distance rehabilitation, or as distance rehabilitation according to Chapter 5 of the service description (Appendix 1). The client should have access to face-to-face therapy as needed. The face-to-face therapy visits are conducted as home visits in the clients everyday environment based on the clients needs. If the service provider has access to operational premises, the face-to-face visits can also be conducted in the operational premises based on the clients needs. Distance rehabilitation is conducted in the form of video calls. By submitting a bid, the bidder commits to providing face-to-face services throughout the entire validity period of the contract within the municipal group (Appendix 4 Ostrobothnia and Central Ostrobothnia map and municipalities) for which the bid has been submitted. The preliminary total value of the procurement of physiotherapy for Ostrobothnia and Central Ostrobothnia for the entire validity period of the contract (including any option years) excluding VAT is €4.4 million and the maximum value excluding VAT is €6.4 million. The preliminary values and maximum values for the framework agreement per municipal group for the entire validity period of the contract (including any option years) are described in Appendix 3 amount of therapy being procured to the request for proposals.
