Background:

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) to implement the Green Hydrogen Investments project in India. The program supports the initiation of green hydrogen projects in hard-to-abate industries through the improvement of technical requirements and enabling framework conditions. It supports international knowledge transfer, development of regulatory and investment frameworks, and access to project financing.

India’s transition to a green hydrogen economy requires a verified inventory of indigenous components, systems, and manufacturers capable of producing hydrogen-ready products. International databases—such as Germany’s VerifHy (developed by DVGW)—demonstrate the role of such portals in improving transparency, certification, and supply chain development. This study will examine the feasibility of creating a similar platform in India, aligning with national green hydrogen mission objectives and potential international data linkages.

Objective and tasks of the assignment:

  • Assess international best practices by conducting a comparative analysis of existing hydrogen component portals (e.g., VerifHy – Germany, HyStandards – EU, DOE Hydrogen Tools – USA) to identify functional, governance, and technical design options suitable for India.
  • Map the Indian hydrogen component ecosystem by identifying existing manufacturers, data repositories, standards, and certification frameworks relevant to production, storage, transmission, distribution, and end-use.
  • Engage with key stakeholders — including industry, research institutions, and government agencies — to assess demand, define use cases, and establish priorities for the portal’s design and functionalities.
  • Develop technical and governance models for the proposed portal, including interoperability standards, verification and certification mechanisms, institutional hosting options, and financial sustainability pathways.
  • Estimate resource requirements and implementation timeline for pilot and full-scale deployment, including technical architecture, data curation, budget, and operational considerations.
  • Support alignment with international standards and platforms, enhancing supply chain transparency and enabling participation of Indian manufacturers in global hydrogen value chains.
