1. the department of public works and highways region xii, through its bids and awards committee bac invites suppliers to submit bids for the following contract: 1. contract id 25gm028 contract name & location procurement of fuel diesel for use in the dredging operation of dpwh dredge k4-17 amphibious excavator stationed at olandang, midsayap north cotabato under equipment management division, dpwh regional office xii, koronadal city project description procurement of fuel diesel strategic procurement consideration life cycle cost analysis lcca approved budget for the contract abc P1,690,000.00 source of funds gop contract duration 120 calendar days cost of bidding documents P5,000.00 the department of public works and highways region xii now invites bids for the above-mentioned contracts. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the department of public works and highways region xii now invites bids for above-mentioned contracts using the strategic procurement consideration as stated in above-mentioned contracts.. delivery of the goods is required as stated in above-mentioned contracts. bidders should have completed, within five 5 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3. bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. interested bidders may obtain further information from department of public works and highways region xii and inspect the bidding documents at the address given below during monday to friday between 8:00 a.m. to 5:00 p.m. 5. a complete set of bidding documents may be acquired by interested bidders on december 5, 2025 to december 23, 2025 the address below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount as stated in above-mentioned contracts. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of the department of public works and highways, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. the department of public works and highways region xii will hold a pre-bid conference on december 12, 2025@ 9:00 a.m. at the conference room, dpwh regional office xii, mabini street corner alunan avenue, koronadal city, and/or through video conferencing via videoconferencing via zoom application and live in youtube page @dpwh.ro.12, which shall be open to prospective bidders. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before december 23, 2025@ 10:00 am. late bids shall not be accepted 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 9. bid opening shall be on december 23, 2025, immediately after the deadline of bid submission at conference room, dpwh regional office xii, mabini street corner alunan avenue, koronadal city and/or via videoconferencing zoom application and live in youtube page@dpwh.ro.12. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. the department of public works and highways region xii reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 70 of r.a. no. 12009, without incurring any liability to the affected bidder or bidders. 11. for further information, please refer to: jessica c. romano head, procurement unit dpwh-regional office no. xii mabini st. corner alunan ave., koronadal city tel no. 083 228-3908 email address: dpwhr12.procurement@gmail.com 12. you may visit the following websites: for downloading of bidding documents: dpwh website and philgeps date issue: december 5, 2025 sgd. najib d. dilangalen oic-assistant regional director bac chairperson
