1 the department of agriculture - regional field office - cordillera administrative office da-rfo-car, through the 2026 national expenditure program nep intends to apply the sum of the following being the approved budget for the contract abc to payments under the contract for each lot. bids received in excess of the abc shall be automatically rejected at bid opening. lot no. description abc p supply, delivery and installation of various laboratory equpment in support to ild 1 spectrophotometer 4,170,000.00 2 digestion system 3,032,900.00 3 safety equipment 497,660.00 4 fat and fiber analyzer 4,700,000.00 5 microbiology lab equipment 4,795,776.00 6 molecular biology and biosafety equipment 2,113,994.00 7 general laboratory equipment 3,469,670.00 8 air-conditioners & dehumidifiers 1,970,000.00 9 elisa reader 803,000.00 10 microwave digestor 3,200,000.00 11 laboratory freezers/refrigerators 1,310,000.00 12 mini cutting mill 1,612,000.00 total approved budget for the contract abc 31,675,000.00 2 the da-rfo-car now invites bids for supply, delivery and installation of various laboratory equipment in support to ild. supply and delivery of the goods shall begin upon receipt of the approved notice to proceed and the required completion is 90 days. bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3 bidding will be conducted through competitive bidding procedures using a non- discretionary pass/fail criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4 interested bidders may obtain further information from da-rfo-car bids and awards committee secretariat and inspect the bidding documents at the address given below during office hour from monday to friday, before the opening of bids. 5 a complete set of bidding documents may be acquired by interested bidders starting december 4, 2025 from the address given below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, details is as follows: lot no. description abc p cost of bidding documents 1 spectrophotometer 4,170,000.00 5,000.00 2 digestion system 3,032,900.00 5,000.00 3 safety equipment 497,660.00 500.00 4 fat and fiber analyzer 4,700,000.00 5,000.00 5 microbiology lab equipment 4,795,776.00 5,000.00 6 molecular biology & biosafety eqpt. 2,113,994.00 5,000.00 7 general laboratory equipment 3,469,670.00 5,000.00 8 air-conditioners & dehumidifiers 1,970,000.00 5,000.00 9 elisa reader 803,000.00 1,000.00 10 microwave digestor 3,200,000.00 5,000.00 11 laboratory freezers/refrigerators 1,310,000.00 5,000.00 12 mini cutting mill 1,612,000.00 5,000.00 the total cost of bidding document for all lots is twenty-five thousand pesos p25,000.00. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6 the da-rfo-car will hold a pre-bid conference on december 11, 2025, 9:00 oclock in the morning at da-rfo-car conference hall, bpi compound, easter road, guisad central, baguo city and/or through video conferencing via zoom, which shall be open to prospective bidders. 7 bids must be duly received by the bids and awards committee bac secretariat through manual submission at the office address indicated below on or before 8:30 in the morning, december 23, 2025. late bids shall not be accepted. 8 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 9 bid opening shall be 9:00 in the morning of december 23, 2025. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10 with information coming to our attention that some persons are allegedly soliciting from the winning bidders/suppliers using deceptive representation, please be informed and guided that solicitation in any form is not allowed/tolerated in any government offices, much more in the da-rfo-car. any sort of this kind shall be reported immediately to the office of the secretary or the national bureau of investigation nbi or other appropriate agencies for entrapment and proper investigation. all prospective bidders are
