Expression of Interest ; recruitment of An Ngo to Carry Out Citizen Monitoring/monitoring (performance Contract)

The Government of the Republic of Togo has received financing from the Islamic Development Bank “IDB” to cover the cost of the Project to Strengthen the Health System and Primary Health Care in Togo (PR4SP), and intends to use part of the funds granted to finance consulting services.
The services include the implementation and operationalization of a system for measuring citizen participation in the development of health initiatives. The assignment is scheduled for a duration of 150 calendar days, with each session lasting 30 calendar days, starting from the date of notification of the approved contract.

The Ministry of Health, Public Hygiene, Universal Health Coverage and Insurance (MSHPCSUA) invites eligible consulting firms (“Consultants”) to express their interest in providing the above services. Interested Consultants must provide specific information demonstrating that they are fully qualified to perform the services (documentation, references for similar services, experience in comparable conditions, availability of adequate skills among their staff, etc.).
The criteria for establishing the shortlist are:
Official recognition and management documents
Certificate of recognition of the NGO by the State;
Updated statutes of the NGO adopted by the general assembly;
Manual of administrative, financial and accounting procedures.
Mission leadership skills
The following conditions must be met by the NGO:
a capacity to cover the national territory;
proven experience: the NGO must provide evidence that it has carried out at least three (03) citizen mobilization missions in the last five (05) years, including the value of associated contracts;
Key personnel will not be assessed at the stage of establishing the shortlist.
Interested consultants are invited to take note of paragraphs 1.12.1 and 1.12.2 of the " Procurement Policies - Guidelines for the Procurement of Consulting Services under Islamic Development Bank Project Financing " (the "Guidelines") which define the IDB's rules regarding conflicts of interest.
Consultants may partner with other firms to enhance their qualifications by clearly indicating the type of partnership, i.e., a consortium of consultants, or an intention to subcontract. In the case of a consortium, all partners will be jointly and severally liable for the entire contract, should it be awarded.
The selection will be made in accordance with the lowest cost selection method (LCS) stipulated in the Guidelines.
