The overall objective of this study is to establish a baseline situation for the P2-P2RS Togo Component by proposing qualitative reference values for impact, effect, and result indicators in accordance with the project''s results framework. This baseline will allow for (i) establishing the starting point of various indicators (before situation) to be used for comparison with the situation after project implementation (after situation); (ii) qualitatively assessing the contribution of each component to achieving the project''s objectives aimed at improving community resilience; and (iii) revising the project''s results framework and possibly the monitoring and evaluation system based on the baseline situation. Tenders Are Invited for Realization of the Reference Situation, Within the Framework of the P2-p2rs Component Togo
the Overall Objective of This Study is to Establish a Reference Situation of the P2rs Component Togo Detailed By Offering Qualitative Reference Values
for Impact, Effects and Results Indicators in Accordance with the Result Framework
of the Project (appendix 1). This Reference Situation Will Allow (i) to Establish the Starting Point of the Various Indicators (before) in Order to Be Used to Compare It
with the Situation After the Implementation of the Project (situation After); (ii) Qualitatively Assess the Contribution of Each Component to Achieve the Objectives of the Project Aimed at Improving the Resilience of Communities and (iii) From the Situation
of Reference, to Revise If Necessary the Framework of the Results of the Project and Possibly
the Monitoring System.
