The Republic of Guatemala has received a grant from the World Bank in the amount of US$500,000.00 to cover the cost of the Rural Infrastructure and Mobility for Good Living Program Preparation Support and intends to use the funds earned to pay for consulting services contracted within the framework of this project.
The overall development objective of the grant is to advance the activities necessary to improve the quality and preparation of the "Rural Infrastructure and Mobility for Good Living Program," which will streamline and accelerate the initial stages of the program, which will be financed by a World Bank loan.
The donation will fund the following activities:
Development and implementation of a methodology for prioritizing and selecting rural roads, departmental highways, and national highways in the areas of influence . This consultancy will include: a) an assessment of the mobility needs of the selected rural areas,focusing on how it affects the economic and social development of underserved communities; and b) the development and implementation of a participatory methodology to prioritize and select Program interventions. The objective is to select the roads whose improvement would contribute most to improving mobility and climate resilience, and which have the greatest needs related to road infrastructure construction. The methodology will articulate a prioritization and selection process including socioeconomic criteria, connectivity criteria, road conditions, and their vulnerability to climate events. The methodology will propose concrete modalities for community participation, as well as include territorial planning and governance, when selecting and defining interventions. The consultancy will apply the developed methodology to select Program interventions in a given area. The priority area for the Program and this consultancy are 14 departments, including: the Altiplano (Huehuetenango, San Marcos, Quiché, Totonicapán, Quetzaltenango, Sololá, Chimaltenango), the Northern Region (Alta Verapaz, and Baja Verapaz) and the Dry Corridor (El Progreso, Zacapa, Chiquimula, Jalapa and Jutiapa).
Technical Studies for the rehabilitation or improvement of rural roads, departmental highways, or national highways in priority areas. The studies will cover a section of approximately 20 km in length, including designs (topographic survey, geotechnical analysis, traffic, geometric design, hydraulics, hydrological, structural, and pavement design, plan development, etc.), economic analysis, and socio-environmental studies.
Individual consultants to strengthen the capacity of the General Directorate of Roads (DGC) technical team to execute the grant activities. Specialized personnel will be hired, including: 1 Procurement Specialist, 1 Planning Specialist, 1 Technical Engineering Specialist, 1 Social Specialist, and 1 Environmental Specialist; and
Independent Financial Audit. An external audit of the donation will be contracted.
Procurement financed by the World Bank will be conducted through the procedures specified in the World Bank Procurement Regulations for Borrowers in Investment Projects (Procurement Regulations, February 2025) and are open to all eligible companies and individuals as defined in the Procurement Regulations. Following project negotiations, the World Bank will arrange for the publication on its external website of the agreed initial Procurement Plan and all subsequent updates once a corresponding No Objection has been received.
