Procurement of works for the establishment of smart greenhouses with components through design and build by lot rebid 1. the department of agriculture-western visayas, through the koica fund transfers implementation arrangement between koica and the department of agriculture early procurement - short of award, intends to apply the sum of one hundred twenty one million two hundred fifty six thousand seven hundred fifty five pesos php121,256,755.00 being the approved budget for the contract abc to payments under the design and build db contract for procurement of works for the establishment of smart greenhouses with components by lot/ib no. 2025-056 amv to be constructed at the following sites: description abc lot 1 kalibo, aklan P61,014,660.00 lot 2 tigbauan, iloilo P60,242,095.00 total P121,256,755.00 bids received in excess of the abc shall be rejected. 2. the department of agriculture-western visayas now invites bids for the procurement of works for the establishment of smart greenhouses with components through design and build at kalibo, aklan and tigbauan, iloilo. the contractor shall submit a detailed program of works within 45 calendar days from receipt of the notice to proceed for the approval of da - wv/koica, while the construction activities shall take no more than 180 calendar days from approval of the design to complete as per construction schedule. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. components: * smart greenhouse structure and facility * cold storage facility * other accessories, tools, inputs and equipment for details, please see attached term of reference and attachments for the breakdown of facility, equipment, accessories, tools, inputs and cold storage facility please see attached list of components and detailed delivery schedule 3. the award of the contract pursuant to republic act 12009 otherwise known as the new government procurement act shall use the most economically advantageous responsive bid mearb criteria enumerated as follows: table of rating factors for mearb rating factors weight % rating 1. technical 85% total points 85 = quality and technical merit, including technical competence and a credible track record. 20 with at least a satisfactory performance evaluation cpes 3 years of experience in implementing related projects >= 10 yrs = 5; 5 to 9 yrs = 3; 1 to 4yrs = 1 5 with at least a satisfactory rating from recipients of similar projects greenhouse, screenhouse, etc 91 to 100% = 5; 81 to 90% = 4; 71 to 80% = 3; 61 to 70% = 2; <51% = 1 5 completeness and an adequate level of detail of the work plan as to how the design services should be carried out 5 timeliness of projects previously implemented 2 aesthetic and functional design and characteristics. 10 with a submitted design proposal consistent with the conceptual design, components, and tor of the project 10 approach and methodology 10 quality of the narrative description of the methodology and work plan in the submitted design the work plan is described in the proper order of work activities there are no significant errors or irrelevant discussions in the design tools, equipment, and inputs 5 with tools, supplies, materials, inputs, and spare parts readily available in the warehouse and/or market. innovativeness 10 adoption of quality standards or new technology, or tools of approach the methodology completely describes the technology and tools to be used organization, qualification, and experience of employees or staff assigned to perform the contract. 15 the company has assigned trained agriculturists and licensed engineers to greenhouse operations deployed for the project. the proposed team includes all required key personnel, and the tasks of each key personnel are clearly defined in team composition and tasks. the work activities are achievable and given in logical sequence in the activity work schedule. the assignment of personnel in the time schedule of proposed professional staff is consistent with the work activities in the activities work schedule. each of the key personnel has a letter of commitment to work on the project. after-sales service, technical assistance, and local branch or office. 5 after-sales service, technical assistance, and a local branch or office in the region. 5 after-sales service, technical assistance, and local branch or office outside the region but within the philippines. 3 delivery conditions, period, and process. 5 with an available warehouse for storage of tools, equipment, farm inputs, and construction materials within the region. with available logistics and transport facilities for the delivery of the project and its components. disposal measures 5 with a clear
