Tender description : Tenders are invited for Acquisition of a computer platform for the management of the training services of the GSE to be provided to public administrations and enterprises (rda 23792) GSE is significantly expanding its scope of operations, both quantitatively and qualitatively. This growth is accompanied by an increase in the number of stakeholders, including citizens, public administrations, and businesses, many from sectors other than energy. These stakeholders collaborate and interact with GSE on a daily basis, requiring tailored content and simplified tools to fully capitalize on the opportunities arising from the incentives and regulated services managed by the company, not only in the preliminary phase of contracting with GSE, but throughout the entire investment lifecycle. In this regard, GSE ensures dissemination and operational communication to support citizens, businesses, and public administrations, facilitating access to information to comply with regulatory provisions regarding incentive mechanisms and services, while also promoting the ecological transition initiatives managed by the company. It ensures the availability of services through the company's channels and virtual help desk contact center services. To more effectively respond to requests for assistance with technically complex issues and develop customer awareness and skills, streamlining operational efforts, starting in 2018, GSE developed a thematic and customer-specific training program, GSE Informa. Over the years, the program has expanded in content and target audiences and now offers ongoing, targeted training for various user types, accessible digitally. The content is frequently updated and ranges from the regulation of energy-related incentives to sector-specific issues in which these tools are used (public and private construction, decarbonization strategies for specific industrial sectors, innovative procurement models compatible with the public procurement code, etc.). The program is managed with an annual schedule, which can include between 12 and 36 training days per year. Training is currently delivered live. Each training session can last between 1 and 4 hours and requires a minimum of 3 and a maximum of 10 teachers per session, not all of whom are GSE certified and frequently connected from different locations across the country. Teaching currently involves sharing handouts (PDF, PowerPoint) on video and using multimedia content (video, digital simulation tools, etc.). Interaction between students and teachers is managed through a Q&A session, which involves collecting questions via chat, selecting the "answerable" ones, and then forwarding them to the teachers via email, where the teachers respond live. Between 2020 and 2024, over 50 training days were delivered, attended by over 20,000 different students. The number of students has grown exponentially, from approximately 900 registered in 2020 to over 8,700 who attended at least one training day in 2024, with an average of approximately 1,900 students per training day. Student attendance is monitored using digital tools, necessary for the provision of certificates and professional training credits issued thanks to collaboration with various professional associations (currently 4, with more to come, each with its own membership management systems). Taking these factors into account and the potential for further growth of the service, GSE intends to acquire a platform with the aim, on the front end, of providing public administration, local authorities, businesses, and trade associations with a portfolio of services, profiled based on user knowledge, to support them in the process of defining, planning, and implementing energy efficiency interventions and solutions for self-consumption from renewable sources, as well as all services aimed at supporting the local area in its evolution towards a sustainable development model. On the back end, GSE intends to provide GSE employees with a work environment integrated with the external interface and other company functions, capable of managing, archiving, and monitoring all phases of the process.
