Tender description : Invitation to Bid ITB :Ib no. 2025 - 27 - flooring modification polyurethane flooring for the 6th and 7th floor of 8-storey opd and wards building Invitation to bid flooring modification polyurethane flooring for the 6th and 7th floor of 8-storey opd and wards building ib no. 2025-27 1. the dr. pjgmrmc, through the income fund with certificate of availability of fund caf no. 2025-186 dated may 8, 2025 intends to apply the sum of ten million two hundred thousand pesos php 10,200,000.00 being the approved budget for the contract abc to payments under the contract for ib no. 2025-27 flooring modification polyurethane flooring for the 6th and 7th floor of 8-storey opd and wards building. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the dr. pjgmrmc now invites bids for the above procurement project. completion of the works is required sixty 60 calendar days. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. 4. interested bidders may obtain further information from dr. pjgmrmc and inspect the bidding documents at the address given below from 8:00 am to 5:00 pm mondays to fridays. 5. a complete set of bidding documents may be acquired by interested bidders on july 9, 2025 to july 29, 2025 from given address and website/s below philippine government electronic procurement system philgeps and the website of the procuring entity dr.pjgmrmc.doh.gov.ph and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of twenty-five thousand pesos 25,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees in person. 6. the dr. pjgmrmc will hold a pre-bid conference on july 15, 2025, tuesday, 2:00 pm at the dietary conference room, dr. pjgmrmc, which shall be open to prospective bidders. 7. bids must be duly received by the bac secretariat through manual submission of hard copy together with the eligibility, technical components and financial component original, copy 1 and copy 2 at the bids and awards committee office, on or before july 29, 2025, tuesday, 1:00 pm. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 15. 9. bid opening shall be on july 29, 2025, tuesday, 1:00 pm at the hospital training room, dr. pjgmrmc. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. only bidding documents actually issued by and acquired from dr. pjgmrmc shall be the basis for the acceptance of bids and the same must be attached to the bid documents to be submitted. it shall further be required that the original of the documents be presented during the bid opening. certifications and the likes must be certified by the issuing agency. see sec. 17.4 of the irr of ra 9184. bidding documents not paid for as of the deadline for submission of bids are deemed not received and shall not be considered for evaluation. see sec. 17.4 and 17.5 of the irr of ra 9184. 11. the dr. pjgmrmc reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised implementing rules and regulations irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders. 12. to prevent the transmission of covid-19, the bids and awards committee ii bac ii shall only allow one 1 authorized representative per company/prospective bidder to attend the conference. no face mask, no entry policy, all attendees must wear medical grade face mask inside the venue and observe physical distancing in compliance with the directive of the infection prevention and control committee. 13. for further information, please refer to: atty. remar g. tagara chairperson -
