Invitation to bid for bacon airport development project cy 2024 site development for runway strip gabao, bacon, sorsogon city project id no.: bac-air-infr-2025-06-005 1. the provincial government of sorsogon, through the general appropriations act of cy 2024 - locally funded projects intends to apply the sum of ninety-seven million twenty-two thousand ninety-eight pesos and thirty-nine centavos php 97,022,098.39 being the approved budget for the contract abc to payments under the contract for bacon airport development project cy 2024- site development for runway strip, gabao, bacon, sorsogon city. bids received in excess of the abc shall be automatically rejected at bid opening 2. the provincial government of sorsogon now invites bids for the above procurement project. completion of the works is required one hundred fifty 150 calendar days inclusive of pre-determined unworkable 30 days. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. 4. interested bidders may obtain further information from provincial bids and awards committee of the provincial government of sorsogon and inspect the bidding documents at the address given below from 9:00a.m to 3:00 pm only. 5. a complete set of bidding documents may be acquired by interested bidders on july 1, 2025 until 12:00 nn of july 21, 2025 from given address and website/s below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of fifty thousand pesos p 50,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees in person. the bidding documents may be downloaded free of charge from the website of the philippine government electronic procurement system philgeps www.philgeps.gov.ph, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of bids. 6. the provincial government of sorsogon will hold a pre-bid conference on july 8, 2025 at 2:00 pm at the conference room 3, 2f, capitol building, capitol compound, sorsogon city which shall be open to prospective bidders. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before 12:00 noon of july 21, 2025. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9. bid opening shall be on july 21, 2025 at 02:00 pm at the conference room 3, 2f, capitol building, capitol compound, sorsogon city. bids will be opened in the presence of the bidders representatives who choose to attend the activity, provided that an authorization letter shall be submitted to the bac on or before the scheduled opening of bids. only one 1 representative for each bidder may physically attend the bid opening. 10. the provincial government of sorsogon reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised implementing rules and regulations irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. for further information, please refer to: mr. arthur m. balmadrid chairperson, provincial bids and awards committee provincial government of sorsogon thru: atty. armi e. guansing head - bac secretariat infrastructure provincial bids and awards committee 2f, capitol building, capitol compound, sorsogon city you may also visit the following websites: for downloading of bidding documents: notices.philgeps.gov.ph arthur m. balmadrid pbac chairperson july 1, 2025 published
