Tender Are Invited For Independent Financial Audit Services
for the Government of Guam Self-Insurance Plan
The Public Auditor is soliciting proposals from a U.S. Certified Public Accountant firm for a
financial audit of the Government of Guam Self-Insurance Plan for FYs 2024, 2025, and 2026,
subject to the availability and certification of funds from fiscal year to fiscal year, and with an
option to renew for one (1) additional fiscal year, with the approval of the Public Auditor. Required
audit reports include a report on the financial statements and reports on internal control and
compliance.
All questions regarding the RFP should be submitted in writing via e-mail to the Public Auditor
Benjamin J.F. Cruz at admin@guamopa.com on or before Monday, June 23, 2025, no later than
300 PM, CHST. Except to the person named above, direct or indirect contact with the OPA and
DOA management or staff, or any person participating in the selection process is prohibited.
