Tenders are invited for Acquisition of zero-emission means of transport, including charging stations. The object of the public procurement contract is the supply of 10 new electric buses for public passenger transport and 3 fast charging stations (installation, integration, configuration, testing and functional trials, commissioning, staff training, staff authorization, carrying out the necessary formalities for registration and circulation, remedying any non-compliance found during the verification and reception stage), within the project: "Urban Mobility – construction of a bus depot and acquisition of public transport means with zero CO2 emissions, including charging stations, in the city of Buftea, Ilfov County," financed through the Bucharest-Ilfov Regional Program 2021–2027, Priority 4 – "A region with high mobility," Specific Objective 2.8 – "Promoting sustainable multimodal urban mobility, as part of the transition to a zero carbon economy," from the European Regional Development Fund (ERDF), within the project call PR BI/P4/4.1/4.2/1/2025. The contract aims to acquire and put into operation: 10 new electric buses intended for urban public passenger transport; 3 fast charging stations compatible with the supplied buses; equipment, accessories, software, and components necessary for the integrated operation of the electric transport system; related services for delivery, commissioning, testing, staff training, and warranty assurance. By implementing the project and acquiring non-polluting public transport means, the following objectives are pursued: • increasing the attractiveness of public transport and its usage rate within the modal distribution of urban movements; • reducing greenhouse gas emissions and contributing to climate neutrality objectives; • diminishing air and noise pollution generated by urban traffic; • promoting urban public transport as a sustainable alternative to the use of personal cars; • increasing the accessibility of the population to the main points of interest in the city of Buftea; • improving the public transport service by reducing travel times and enhancing service quality; • reducing social and economic costs generated by urban traffic congestion; • developing a modern, energy-efficient urban mobility system adapted to the requirements of the green transition. The estimated results from the implementation of the contract include: • introducing a fleet of modern electric buses into circulation, with no local CO2 emissions; • developing the infrastructure necessary for the rapid charging of electric vehicles; • reducing fossil fuel consumption in local public transport; • improving comfort, safety, and accessibility for users of the public transport service; • increasing the reliability and operational efficiency of the public transport service; • aligning the urban mobility system of the city of Buftea with European objectives regarding sustainable mobility and environmental protection. Deadlines for submitting/responding to requests for clarifications/additional information: A. In accordance with the provisions of art.160 para.(1) of Law no.98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. B. In accordance with the provisions of art.160 para.(2) of Law no.98/2016 with subsequent amendments and completions, it will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for offers through a consolidated response, as long as they are addressed within the deadline established in the participation announcement.
