GENERAL NOTICE FOR PROCUREMENT : Mauritania-mali 225 Kv Electric Interconnection Project and Development of Associated Solar Power Plants the Main Objectives of Piemm:
Construction of 1,373 km of 225 kV double-circuit power line between the two countries (184 km in Mali and 1,189 km in Mauritania);
? Construction of eight (8) HV/MV substations (including one in Mali) and the expansion of two (2) HV/MV substations (including one in Mali);
2. Construction of the Kiffa solar power plant in Mauritania;
? Construction of one 50 MWp solar power plant with storage capacity;
3. Expansion of distribution networks and connection of households (access to electricity);
? Electrification of 200 localities (150 in Mauritania and 50 in Mali) along the 225 kV line, including street lighting;
? Installation of 100,000 connections with prepaid smart meters
in the areas traversed.
B) Institutional Support
1. Support for sectoral policies and reforms;
2. Capacity building for stakeholders in the electricity sub-sectors;
3. Technical assistance to energy sub-sectors to prepare independent power producers (IPPs);
4. Completion of project feasibility studies.
C) Project Management
1. Environmental and Social Management (ESM) and implementation of resettlement action plans (RAPs);
2. Operational project management.

the Development Objective of the Piemm is to Promote Exchanges of Electrical Energy Between Mauritania and Mali and Then to Increase Their Solar Energy Production Capacity in Order to Improve Access of the Populations of the Two Countries to Modern, Affordable and Low-carbon Electricity.
the Specific Objectives of the Piemm Are To: (i) Establish a High Voltage Electrical Connection (225 Kv) Over 1,373 Km with a Transit Capacity of 600 Mw Between the Two Countries; (ii) Build a Solar Power Plant with a Capacity of 50 Mwp in Kiffa (mauritania) Which Will Be Connected to the 225 Kv Interconnection Line; (iii) Connect 100,000 New Households (including 80,000 in Mauritania and 20,000 in Mali) to the Electricity Network in Localities Crossed By the 225 Kv Line in the Two Countries with Smart Prepayment Meters; (iv) Create Agricultural and Service Entrepreneurship Opportunities for Young People and Women; (v) Contribute to the Development of Regional Electricity Trade and (vi) Prepare the Feasibility Studies Necessary for the Development of the Néma Solar Power Plants in Mauritania and Yélimané in Mali for a Cumulative Capacity of at Least 100 Mwp.
