IB No. 26-128: One 1 Lot Supply and Delivery of Labor, Tools, Materials, Consumables, Supervision, and Technical Expertise for the Design and Build of the Proposed 3rd and 4th floor Doctor’s Clinics
Section I. Invitation to Bid Invitation to Bid for the One 1 Lot Supply and Delivery of Labor, Tools, Materials, Consumables, Supervision, and Technical Expertise for the Design and Build of the Proposed 3rd and 4th floor Doctor’s Clinics at PD Warehouse Building 1 The National Kidney and Transplant Institute, through the 2026 Corporate Operating Budget intends to apply the sum of Two Hundred Seventy Million Three Hundred Seventy Thousand Pesos Php 270,370,000.00 being the Approved Budget for the Contract ABC to payments under the contract for IB No. 26-128. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The NKTI now invites bids for the above procurement project. Completion of the Works is required by Ten 10 Months to Proceed. Bidders should have completed, within the last Three 3 Years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders ITB. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act NGPA”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. 4 Interested bidders may obtain further information from NKTI and inspect the Bidding Documents at the address given below during office hours. 5 A complete set of Bidding Documents may be acquired by interested bidders on September 2, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos only Php 50,000.00. For efficiency, we would like to request the interested bidders to buy their bidding documents on Monday to Friday, 8:00AM to 12:00PM. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The National Kidney and Transplant Institute bidding activities shall be held at the BAC Conference Room, Ground Floor NKTI Main Building, East Avenue, Diliman, Quezon City and/or through video conferencing via zoom. The schedule of bidding activities is as follows: ACTIVITIES SCHEDULE Advertisement / Posting of Invitation to Bid September 2, 2026 Issuance and Availability of Bid Documents September 2, 2026, onwards, 8:00 am to 12:00 noon Pre-Bid Conference September 9, 2026 Wednesday 2:00 PM Issuance of Supplemental Bid Bulletin if any September 14, 2026 Opening of Bids September 21, 2026 Monday 9:00 AM 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the address indicated below on or before September 21, 2026 Monday, 9:00AM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9 Bid opening shall be on September 21, 2026 Monday, 9:00AM at NKTI – BAC Conference Room and via zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 11 The National Kidney and Transplant Institute reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
