General Procurement Notice For: Rural Infrastructure and Mobility for Good Living Program Project
The Republic of Guatemala, through the Ministry of Communications, Infrastructure and Housing -CIV- through the General Directorate of Roads -DGC-, has received financing from the International Bank for Reconstruction and Development -IBRD- / World Bank for an amount equivalent to US$400 million United States Dollars, approved by the IBRD Executive Board on June 30, 2025 and ratified by Decree of the Congress of the Republic number 25-2025 dated November 25, 2025, to cover the cost of the Rural Infrastructure and Mobility Program for Good Living , and intends to allocate part of the funds to make payments corresponding to the acquisition of Goods, Works, Non-consulting Services and Consulting Services that are contracted within the framework of this Program.
The Program's development objective is to improve climate-resilient road connectivity and strengthen the management of the national road sector. The Program has an estimated implementation period of seven (7) years, focusing on rural roads, departmental highways, and national roads, prioritizing areas most vulnerable to climate change and in need of access. It will also provide tools and methods for road asset management and an efficient maintenance strategy, thus contributing to a more sustainable and functional transportation network. The Program's intervention area covers 14 departments of the country, distributed across the following priority regions: (i) The Highlands: Huehuetenango, San Marcos, Quiché, Totonicapán, Quetzaltenango, Sololá, and Chimaltenango; (ii) Las Verapaces: Alta Verapaz and Baja Verapaz; and (iii) The Dry Corridor: El Progreso, Zacapa, Chiquimula, Jalapa, and Jutiapa.
The Program consists of the following components:
Component 1: Rural Roads, and Departmental and National Highways (estimated cost: US$384 million). This component will finance goods, consulting services, non-consulting services, and civil works for the rehabilitation and improvement of rural roads and highways in the regions of interest through three subcomponents:
• Subcomponent 1.1 – Replacement and improvement of rural roads (US$215.3 million): Guarantee year-round trafficability, including improvements to the drainage system, slope stabilization, paving, construction of bridges, culverts and infrastructure for pedestrians and non-motorized transport, with a focus on climate resilience and road safety.
• Subcomponent 1.2 – Replacement and improvement of departmental and national roads (US$162.7 million): Improvement and resilient paving of departmental and national roads for municipal and rural connectivity in areas of high climate risk.
• Subcomponent 1.3 – Strengthening the capacity to respond to emergencies in Road Zones (US$6 million): Acquisition of machinery for the Road Zones of the selected areas for response to extreme weather events.
Component 2: Strategic Management of the Road Sector (estimated cost: US$5 million).
This component supports the institutional strengthening of the DGC and the CIV, and will finance the contracting of the following consulting services:
Methodology for prioritizing and selecting the Project's interventions;
Design manual for climate-resilient, safe and inclusive rural roads;
Road asset management: review and strengthening of rural road network maintenance, and development and use of digital tools to improve rural road management ;
Gap analysis and implementation of an action plan to develop the enabling conditions for the mobilization of private capital for the road sector;
Promotion of gender equality in the road sector: Design and implementation of an action plan for the Gender Unit of the CIV, and certified training program for women in road construction and/or maintenance;
Implementation of a roadmap of international best practices on environmental, social and governance issues.
