Tenders Are Invited for vacant position of an inclusive education engineer within the framework of the Joint IDB/IFSD/GPTSO "SMART-ED" Project to improve access to inclusive education opportunities and their quality for all children
The Ministry of Education of the Kyrgyz Republic, with financial support from the Islamic Development Bank (IsDB), the Islamic Solidarity Fund for Development (ISFD), and the Global Partnership for Education (GPE), is implementing the SmartED joint project. The project's primary goal is to improve learning conditions by investing in the construction and renovation of schools in disadvantaged and climate-vulnerable regions.
Given the scale of construction work planned within the project, the Project Implementation Department (PID) requires a qualified engineer to provide technical supervision and ensure infrastructure investments are implemented in accordance with design standards, safety regulations, and agreed-upon deadlines. This role is critical to maintaining construction quality and ensuring the timely and responsible execution of infrastructure projects.
Scope of work
The engineer will be responsible for monitoring construction progress on site, checking compliance with technical designs, ensuring quality control and coordinating with contractors, technical consultants and environmental specialists to ensure smooth execution of construction works.
Qualification requirements and evaluation criteria
·Higher education in civil engineering, architecture or a related technical discipline;
·At least 7 years of experience in infrastructure supervision, construction management or engineering design, preferably in the public or development sector;
·Experience with donor-funded infrastructure projects (IDB, World Bank, ADB, etc.) is welcome;
·Excellent knowledge of building codes and regulations of the Kyrgyz Republic, safety regulations and public sector project standards;
·Knowledge of environmental and social safeguards when carrying out construction supervision is an advantage;
·Fluency in Russian is required; working knowledge of English and knowledge of Kyrgyz is an advantage;
·Fluency in MS Office and familiarity with design and scheduling software (e.g. AutoCAD, MS Project) is desirable.
