Tenders are invited for Technical assistance for the implementation of the global gateway investment agenda in Guatemala – global gateway facility Guatemala. In 2021, the European Commission launched the Global Gateway investment strategy, aimed at promoting large-scale investments in green and digital infrastructure in partner countries, with innovative and quality solutions, while creating local added value and promoting economic growth, employment, and social cohesion. During the III EU-CELAC Summit held in July 2023, leaders from both regions reaffirmed their commitment to strengthening the bi-regional partnership, recognizing the importance of the Global Gateway Investment Agenda. This commitment was renewed during the IV EU-CELAC Summit held in November 2025. The overall objective of this action is to contribute to the implementation of sustainable and transformative investments in the green and digital transition sectors in Guatemala, where there is a common European interest and alignment with Guatemalas development agenda, within the framework of the Global Gateway Investment Agenda, ensuring its alignment with the countrys strategic priorities and promoting inclusive and sustainable development. Technical Assistance will contribute to: improving the alignment, coordination, and monitoring of initiatives implemented under the Global Gateway Investment Agenda in Guatemala; promoting a regulatory and institutional framework that favors sustainable investment in the priority sectors of the Global Gateway Investment Agenda; driving sustainable, transformative investment projects that are sensitive to gender equality and good international practices regarding rights and environmental protection in priority sectors, and positioning the interests of the European private sector within the framework of the Global Gateway Investment Agenda for Guatemala. Without excluding other potential priority areas of work for the EU and Guatemala, and recognizing the dynamic flexibility of the Global Gateway strategy, the current priority areas for Guatemala include green transition (sustainable transport, renewable energy and regional electricity integration, circular economy, sustainable management of natural resources and waste) and digital transition (connectivity, digital governance, cybersecurity, digital innovation, Earth observation, artificial intelligence). Estimated value excluding VAT: 3,000,000 EUR.
