Tenders Are Invited for Engagement of External Consultant – Development of a Shared Services Framework
Scope of Work
The consultant is expected to undertake the following key tasks:
3.1 Diagnostic and Gap Assessment
• Review existing service delivery arrangements, processes, and SLAs (where applicable).
• Conduct stakeholder mapping and consultations across TDB Group functions and subsidiaries.
• Identify gaps, overlaps, inefficiencies, and inconsistencies.
• Assess the maturity of currentshared services practices against leading practices.
3.2 Shared Services Framework Design
• Develop the target shared services operating model (scope, services in/out of shared services,
organizational structure, roles and responsibilities) .
• Define service ownership, accountability, and interfaces between corporate functions, business units , and
subsidiaries (where applicable).
• Develop principles and design standards to guide implementation.
3.3 Shared Services Framework Template Development
Create a comprehensive shared services covering:
• Service definition and cataloguing
• Demand management, including subsidiary adaptation guidelines
• Service costing and charging (where applicable)
• Performance management, including measurement tools
• Master SLA Template for Group-wide use
• Functional SLA templates (e.g., POD, IT, CSA, etc.)
