Request for expressions of interest
the government of the commonwealth of dominica (gocd) received financing from the caribbean development bank (cdb) towards the cost of the kalinago development project and intends to apply a portion of the proceeds to eligible payments under this contract. payment by cdb will be made only at the request of the gocd and upon approval by cdb, and will be subject, in all respects, to the terms and conditions of the grant agreement. the grant agreement prohibits a withdrawal from the grant account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of cdb, is prohibited by a decision of the united nations security council taken under chapter vii of the charter of the united nations. no party other than gocd shall derive any rights from the grant agreement or have any claim to the proceeds of the grant.
the ministry of environment, rural modernisation, kalinago upliftment and constituency empowerment is the executing agency of this project and now wishes to procure consultancy services for the preparation of a five-year development plan for the kalinago territory and training of the kalinago council and committee members.
the objective of the consultancy is to guide the kalinago council in a technically grounded, consultative, and participatory process for the preparation of a development plan for the period 2026-2030 for the kalinago territory in line with the councils mandate and institutional arrangements.
