Tenders are invited for Design-execution-operation of a mechanical-biological treatment station with anaerobic digestion and energy recovery and a transfer station in Gala?i. This public procurement is carried out jointly by an association of contracting authorities, based on Article 44 of Law 98/2016. GALA?I COUNTY (Gala?i County Council) is the contracting authority mandated to organize this award procedure as the leading association. By Contracting Authority, it will be understood any of the beneficiary/signatory contracting authorities of the public procurement contract. The contracting authorities that are associating for the realization of this common procurement are: - Gala?i County (Gala?i County Council); - ECOSERV Gala?i Intercommunity Development Association. The contract includes the design, execution, and operation of the transfer station and the mechanical-biological treatment station with anaerobic digestion in Gala?i, namely: a) Development of Technical Project in accordance with national legislation, including all necessary documents (reports, drawings, calculations, etc.) and any documentation necessary for obtaining the construction permit; b) Preparation of the documentation necessary for obtaining the permits and approvals required for execution; c) Construction works; d) Supply and installation of machinery and technological equipment; e) Testing and commissioning; f) Remedying any defects that may arise during the Warranty Period; g) Administration and operation of the transfer station and the mechanical-biological treatment station with anaerobic digestion. The Warranty Period is 36 months. The operating period of the installations is 10 years. Within the contract, 4 work sectors are defined as follows: Sector 1 - Transfer Station Sector 2 - Mechanical treatment station Sector 3 - Anaerobic digestion station Sector 4 - Composting station of the digestate - Design phase (6 months): development of Technical Project in accordance with national legislation, including all necessary documents. - Execution phase (32 months): construction works, supply and installation of machinery and technological equipment, testing and commissioning. - Operation phase (10 years): administration and operation of the transfer station and the mechanical-biological treatment station with energy recovery. The rates are presented in the Feasibility Study, and the summary of the maximum ceilings for the rates for the first year of operation is presented below: - Maximum rate year 1, for the transfer of paper, metal, plastic, and glass waste: 175.08 lei/ton excluding VAT - Maximum rate year 1, for the transfer of residual waste: 187.73 lei/ton excluding VAT - Maximum rate year 1, mechanical-biological treatment: 556.28 lei/ton excluding VAT - Maximum rate year 1, anaerobic digestion: 520.51 lei/ton excluding VAT. Clarifications can be requested within a period not exceeding 20 days until the deadline set for submitting offers. The deadline by which the contracting authority will respond clearly and completely to all requests will be: on the 11th day before the deadline for submitting offers. Estimated value excluding VAT: 948,361,921.3 RON.
