Tender description : Tenders are invited for Framework agreement through an open procedure for an analytical study related to the detection technologies of chemical and biological agents (CB), in the context of intentional acts targeting essential infrastructures on behalf of the SPF Interior. Under the supervision of the contracting authority, the service provider must conduct an analytical study intended to be a strategic decision-making aid aimed at guiding the establishment of an early detection system for CB agents in the context of intentional acts. The analytical study is based on a method of documentary research, technological comparison, and strategic evaluation. It does not constitute a phase of equipment acquisition or an operational deployment project. The service provider has complete methodological freedom, provided that the expected deliverables are produced, usable, and compliant with the essential requirements defined; in this sense, the expected deliverables must allow: 1) an understanding of the available technologies; 2) an objective and contextualized comparison based on the defined use contexts in point 1.4 of document B; 3) operational and financially controlled recommendations. The analytical study must answer the following questions: • which chemical and biological agents pose the most credible and serious threat in the context of intentional acts targeting essential Belgian infrastructures or gatherings of people? • which detection technologies are the most effective for these specific agents, in the identified use contexts? • what combination of fixed and mobile technologies optimally covers the priority contexts identified by the risk analysis? • what cost/effectiveness/coverage balance is achievable within the framework of a realistic deployment on essential Belgian infrastructures? The analytical study does not foresee the realization of: • technical tests in real conditions; • experimental evaluations of equipment; • measurement or detection campaigns. The analytical study will primarily rely on: • available technical data; • existing feedback; • information provided by manufacturers or users. The service provider must ensure a neutral and independent approach in the analytical study of the technologies examined. The recommendations made cannot in any case be directed in a way that favors a particular supplier or specific technology without objective technical justification. The analytical study must be structured into three successive and interdependent components, each composed of one or more deliverables. These three components are described in points 1.3 to 1.5 of document B.
