GENERAL NOTICE FOR PROCUREMENT Project to Support the Implementation of the Business Competitiveness and Population Empowerment Program Through Job Creation
The Government of the Republic of Tunisia has received a grant from the African Development Bank (AfDB) from the Technical Assistance Fund for Middle-Income Countries (TAF-MIP) to finance the project supporting the implementation of the Business Competitiveness and Employment Empowerment (CAP EMPLOI) program.
The project aims to provide technical support to the Ministry of Employment and Vocational Training (MFPE) in implementing the CAP EMPLOI program.
The project comprises the following two activities:
Activity I: Support for improved efficiency in the program's procurement and financial management mechanisms. This includes strengthening the MFPE's institutional capacity, developing internal procedures through a procedures manual, and training individuals responsible for fiduciary functions. and
Activity II: Support for strengthening operational capacities in E&S standards by stakeholders (climate, environmental, and social risks). This involves strengthening the capacities of stakeholders, including the National Agency for Employment and Self-Employment (ANETI), the BTS, and other parties, to improve the management of environmental and social aspects within the program.
The planned acquisitions to be financed through the grant are primarily consulting services and are listed below:
a) Recruitment of a consulting firm to support the effectiveness of the program's procurement and financial management mechanisms.
b) Recruitment of an expert E&S consultant.
c) Recruitment of a firm to conduct the annual E&S performance audit for the program.
d) Provision of services for qualified editing services to support editing activities, logo design, communication materials, and logistical organization of communication workshops on CAP Emploi (logistics, coffee breaks, etc.).
e) Agreement with the High Authority for Public Procurement "HAICOP" to ensure capacity building in procurement and financial management. Capacity building for the ANETI Program Management Unit (PMU) with dedicated training to strengthen the operational and institutional capacities of the implementing agency.
