if a bidder wishes to offer a discount exceeding the announced framework quantity, they can only do so if the announced framework quantity and the offered discount quantity can be divided by the combination of the packaging unit(s) of the given medicine, and the result of the division is a positive integer. the contracting authority allows the possibility of submitting multiple (alternative) bids according to the following rules: the bidder has the opportunity to offer different (but fully compliant with the technical description) products in each alternative bid and different total bid prices for each alternative bid. the contracting authority draws attention to the fact that a bidder may offer a maximum of five variants, but it is not mandatory to offer more than one variant (only possible). each variant participates in the evaluation simultaneously. the variants offered by a single bidder compete with each other in the same section, so from the multiple variants offered by a single bidder, at most one variant can become 1st, 2nd, 3rd, or 4th in a section, but it is not excluded that the framework agreement can be concluded with the same bidder based on multiple bid variants according to the respective placements. the professional minimum requirement for all variants: - in each alternative, only medicines containing the specified active ingredient with the oeno code prescribed in the relevant public procurement section, fully compliant with the technical description, can be offered. - the contracting authority stipulates that the products offered in each alternative bid (bid variant) can only contain medicines belonging to one marketing authorization main number! - the contracting authority stipulates that the products offered in different alternative bids (bid variants) by the same bidder can only contain medicines belonging to different marketing authorization main numbers! - the total net bid price related to the framework quantity of the relevant public procurement section must be provided for each bid variant on the reading sheet! the contracting authority draws attention to the fact that the name, potency, packaging, and form of administration of the medicine (product, preparation) offered by the bidder is considered a detailed bid, thus it cannot be supplemented or modified! the offered medicine must have: - a marketing authorization on the day of the bid submission in the public registry of the national public health and medical officer service, and - must be validly listed in the pupha registry containing the medicines accepted for social insurance (tb) support on the day of the bid submission, and - must also be validly listed in the pupha registry at the latest at the time of concluding the framework agreement (in detail: kd). the bidder must be listed in the registry of wholesalers on the day of the bid submission. the bidder must also have the marketing authorization for the product(s), so if the bidder is not the holder of the marketing authorization, a declaration regarding the marketing authorization from the holder must also be submitted as part of the bid (in detail: kd). a valid bid submission further requires registration in the electronic detailed reporting system according to section 2/e (1) of nm decree 9/1993 (iv.2.) until the deadline for bid submission as described in the kd. condition for contract conclusion: the winning bidder must successfully obtain qualification in the online reporting system as detailed in the kd. the electronic system can be found at: https:\\teteles.neak.gov.hu. detailed rules are contained in the kd. the warranty (expiry) period of the medicine is the time specified in the legislation or authority authorization. the winning bidder must ensure that the expiry date of the medicine extends for at least 12 months from the date of delivery, provided that if the expiry date of the medicine is less than 12 months at the time of delivery, the unused medicine within the expiry date must be exchanged for one with at least a 12-month expiry at least 1 month before the expiry date. considering section 73 (1) j) of the public procurement act, the contracting authority draws attention to the fact that - an offer is invalid if it contains a higher total bid price than the mg unit price calculated from the net wholesale price of the lowest-priced medicine containing the given active ingredient listed in the pupha registry on the day of the bid submission multiplied by the total framework quantity. lot-0011, title: subcutaneous immunoglobulin, description: procurement of active ingredients subject to detailed accounting, aimed at concluding a framework agreement, within the framework of an open procedure according to section 105 (2) a) of the public procurement act, with the possibility of further extending the active period of the km. the objective criteria and detailed rules are contained in the kd. - if only one valid bid is submitted, the contracting authority will not apply section 75 (2) e) of the public procurement act, but will conclude the km with a single bidder, and the application of objective criteria will not take place during direct orders. - if more
