lot-0002, title: firefighting vehicle pump (4000 liters), description: the procurement of 4000-liter firefighting vehicle pumps for institutions falling under the scope of government decree 168/2004 (v. 25.) on the centralized public procurement system and the tasks and powers of the central purchasing organization, as well as for voluntarily joining institutions, according to the specifications defined in the technical description of the public procurement document, in accordance with section 105 (2) c) of the public procurement act, i.e., ensuring procurement through reopening of competition. during the procurement under the financial framework of the action tool (safe) serving the security of europe through the strengthening of the european defense industry, the implementation of part 2 of the km procedure (institutional procurement) can be carried out according to section 105 (2) b) of the public procurement act by direct order and its confirmation or by contract conclusion following the reopening of competition. the application of public procurement can only occur during procurement under the financial framework of the safe tool, regardless of the estimated value of the procurement. during procurement under the financial framework of the safe tool, the provisions of the council regulation on the establishment of the action tool (safe) serving the security of europe through the strengthening of the european defense industry, (eu) 2025/1106 (2025.05.27.), and the related domestic implementing regulation are applicable. the firefighting vehicle pump is a multi-purpose intervention tool for fire departments. it is suitable for transporting a full crew (1+5 persons) and can be deployed as an independent intervention vehicle for general firefighting and technical rescue tasks. the vehicle must be offered and delivered with the equipment. a detailed technical description regarding the subject of the public procurement is included in the public procurement document. estimated value, i.e., framework amount in part 2: net huf 50,000,000,000. duration of the framework agreement: a maximum of 48 months from the entry into force of the framework agreement, as follows: the active period lasts from the entry into force of the framework agreement until the exhaustion of the framework amount or until the entry into force of a new framework agreement resulting from a new public procurement procedure regarding the subject of the framework agreement, but no later than a fixed period of 33 months from the entry into force. vehicles can only be ordered during the active period as a result of reopening of competition, within the framework of individual contracts. as a result of part 2, individual contracts can only be concluded during the active period with a deadline that is fulfilled until the termination of the framework agreement. if the active period ends, a passive period begins, which lasts until the last performance, but for a maximum of 15 months following the end of the active period. during the passive period, new contracts cannot be concluded, nor can the subject and quantity of contracts concluded during the active period be modified. during the passive period, only the individual contracts concluded during the active period can be fulfilled. the deadline for performance: the handover (delivery) of the vehicle to the institution can take a maximum of 450 calendar days from the conclusion of the individual contract following the reopening of competition. eight driving technique instructors must be prepared to teach the basic knowledge of the operability of the vehicle chassis and the checks and maintenance to be performed by the drivers in 4 theoretical and 4 practical lessons. eight instructors teaching firefighting technology must be prepared to teach the basic knowledge of the superstructure and the equipment in 4 theoretical and 4 practical lessons. the training must be completed for the institution before the handover of the first vehicle. the bidder/seller undertakes to provide free 24-hour telephone and email support for reporting malfunctions covered by the warranty during the warranty period for the vehicle. the winning bidder must declare the contact details (phone number, email address) for the 24-hour support before the framework agreement comes into force. the bidder must undertake that during the warranty period, the detection of faults covered by the warranty and, if possible, the elimination of the fault will be carried out at the vehicle's service location (mobile service). the bidder must undertake that if a malfunction covered by the warranty cannot be eliminated at the vehicle's service location within the framework of mobile service, they will arrange for the transport of the vehicle to the repair location (service point) and the return to the service location after the repair at their own expense. the transport of vehicles to the service point and the return to the service location will take place within the framework of a handover procedure. the institution will provide the necessary permits for the transport to correct malfunctions covered by the warranty. the risk of damages caused by the winning bidder/seller during transports for the purpose of correcting malfunctions will be borne by the winning bidder/seller. at the request of the winning bidder/seller, a unloaded vehicle will be handed over for transport for the purpose of correcting malfunctions. the winning bidder/seller must ensure the availability of comprehensive repair, maintenance, and spare parts supply services for the offered vehicle (the operable chassis and the superstructure) for at least 10 years from the date of performance, even after the expiration of the warranty period, i.e., outside the warranty coverage. at the time of handover, a description of the maintenance requirements specified by the manufacturer for the operable chassis and the superstructure must be attached, which includes the necessity of the frequency of maintenance requirements specified by the manufacturer and the standard time required for each operation. regarding the operable chassis, the specific characteristics of the use of the firefighting vehicle must be taken into account in terms of maintenance frequency.
