lot-0001, title: over-the-counter medicines and other products, description: the contracting authority intends to procure medicines necessary for direct outpatient care - with a marketing authorization in hungary, as well as medicines imported from abroad based on individual import or contingent authorization by the national public health and medical officer service - including products financed with individual exemptions and other products from the direct outpatient pharmacy units of semmelweis university (non-medicinal products that can be sold in pharmacies in hungary according to the 2/2008 eüm regulation). atc code (over-the-counter medicines): a01 to v20. planned quantity (other pharmacy products): 350,000 boxes. the products must have a minimum shelf life of 6 (six) months. the framework agreement is established for a fixed term of up to 18 (eighteen) months, until the net amount of 16,932,657,799 huf is exhausted. the framework agreement will come into effect no earlier than january 24, 2026, or may come into effect later based on the written notice of the contracting authority in case of the later exhaustion of the existing framework agreement until july 24, 2026. expected requirement: at least one delivery per day, and in case of the bidder's offer, two deliveries per day, as well as providing modem ordering options. wholesale price list: the seller is obliged to send a new price list (hereinafter: wholesale price list) quarterly (every three months) after the entry into force of the framework agreement, which must be regularly updated, and the price changes must be sent to the seller or published on the password-protected website. the buyer must provide information about the products containing the active ingredients listed in the procurement documents (atc code price list) based on the pricing below. the buyer can place orders for all available pharmaceutical forms and strengths from the indicated groups of medicines and other pharmacy products. the first wholesale price list must be sent immediately after the entry into force of the framework agreement, and the quarterly price list must be sent electronically by the fifth working day before the first working day of the given quarter to the email addresses benedekfupatika@semmelweis.hu, koranyipatika@semmelweis.hu, gyogyszertar.amerikaiut@semmelweis.hu, and aesculapius@semmelweis.hu, which must include the atc code and ttt code, active ingredient name, product name, pharmaceutical form, strength, packaging, the available other pharmacy product range, as well as the net and gross unit price calculated based on the pricing below, for other pharmacy products: the name of the product, its packaging, net and gross unit price, and vat. instead of the wholesale price list, it is also acceptable if the names of the products, their packaging, and the prices according to the pricing below are accessible at any time from a password-protected website for the buyer with a buyer code. if the seller does not have such a website, the buyer is entitled to request the current wholesale price list from the seller before placing an order. the price list does not have to cover the entire a01-v20 atc active ingredient range, as well as the entire other pharmacy product range. the price change becomes effective with the price sent or published on the password-protected website. if no notification of the price change is received before the order is sent, the price according to the previous price list is applicable. pricing: - the products to be delivered under the framework agreement are included in the seller's current wholesale price list, which the seller regularly updates for the buyer, and based on which the buyer can order from the seller. the seller is entitled to maintain the wholesale price list on a website maintained by the seller, where the buyer can search for the price of the given product based on the password received from the seller. if the seller does not have such a website, the buyer is entitled to request the current price list from the seller before placing an order. - the wholesale prices of medicines that can be ordered with social security support are official prices, and each wholesaler must deliver at official prices. - among over-the-counter medicines, the products that can be prescribed under the public health care system also have a fixed wholesale price. for medicines and medical devices that can be marketed with social security support, billing is done at the wholesale price calculated based on the official producer price multiplied by the wholesale margin. - for all other products, the seller bills at the wholesale price listed in the current price list. - the seller is obliged to provide the current manufacturer discounts extended to pharmacies for prescription medicines to the buyer at any time during the validity of the framework agreement, which is also included in the actual refund base. - in the case where a given product is listed in the pupha database on the day of placing the order, but is no longer available at the time of seller's fulfillment (e.g., the next day), the seller is entitled to apply the wholesale price in effect on the day of fulfillment in the absence of an official price. if any product enters the pupha database between the order and the seller's fulfillment, its accounting is done according to the rules in effect on the day of seller's fulfillment. - from the indicated groups of medicines, the contracting authority can place orders for all available pharmaceutical forms and strengths.
